The Nevada Department of Health and Human Services (NV DHHS) faced a critical, hard deadline to retire its legacy system while maintaining continuity for several programs, including Disability Services (DS), Autism Treatment Assistance Program (ATAP), COPE, PAS, and Targeted Case Management (TCM). As the lead, I was tasked with designing and executing a complete billing system transition within the Therap platform that mirrored existing state business processes to minimize operational disruption. The challenge required managing unique workflows for billing and claiming across multiple programs while ensuring a seamless migration of active authorization data from the legacy environment.
To address these complexities, I performed deep Business Analysis and Project Management to design authorization processes and service delivery documentation tailored to each program’s specific needs. For the Disability Services and TCM programs, I architected and implemented standard X12 EDI exchanges, including 270/271 eligibility inquiries and 837/835 billing and response loops with the MMIS. I orchestrated a comprehensive ETL (Extract, Transform, Load) strategy to migrate active authorizations, ensuring that the transition did not interrupt the billing cycle. Throughout the lifecycle, I led Cross-Functional Orchestration and User Acceptance Testing (UAT), managing Data Governance and Risk Management to safeguard Protected Health Information (PHI) while developing custom invoice reporting and accounting file generation to meet state-specific requirements.
My leadership resulted in a successful, on-time transition that retired the legacy system without interrupting critical healthcare operations or service delivery for Nevada's citizens. By ensuring smooth documentation and claiming processes for Case Managers and program staff, I maintained high levels of customer satisfaction and quality. The project finalized the Medicaid fund-tracking loop for multiple jurisdictions, contributing to sustained revenue and providing a scalable framework for future state-level healthcare infrastructure.
